Road murder: it’s associations’ time.
In Italian Senate Committee of Justice, ASAPS, the association “Lorenzo Guarnieri” and association “Gabriele Borgogni” take the floor: no more doubts, a specific form of crime is necessary.
ASAPS, the association “Lorenzo Guarnieri” and the association “Gabriele Borgogni” have participated, yesterday afternoon (24th of July 2014), in a hearing at Italian Senate Committee of Justice, presided on that occasion by Senator Felice Casson.
The meeting was aimed to know the opinion of different associations and of some eminent engineers about the institution of the Road Murder’s crime in italian criminal code. Firstly ASAPS’ president, Mr Giordano Biserni, was listened: first of all he churned out all the numbers of the most violent and criminal part of road safety, bound up with alcohol and drug’s abuse, in close connection with hit-and-run driving.
Afterwards, Mr Biserni explained in brief, requested by Senator Casson, the contents of the proposed bill, accompanied by the signatures’ collection promoted by the associations “Lorenzo Guarnieri” and “Gabriele Borgogni” and by ASAPS itself: penalties’ rising (minimum 8, maximum 18 years) for drunken drivers with blood-alcohol level higher than 0.8 g/l or drug addicted, and also for hit-and-run drivers, establishing different penalties depending on the typology of caused lesions, and he insisted about the other banner lifted by the three associations: “l’ergastolo della patente” (life imprisonment of the driver’s licence).
ASAPS’ president explained that, in spite of the present laws’ apparent rigour – by many people opposed to this bill -, the road murder’s perpetrator can tell his own deeds by the coffee shop, few hours after he killed a man on the road.
Mr Biserni finally criticised the italian State’s utter inability to fight drug use while driving, because of the saliva tests’ absolute lack by the law enforcement forces.
Advocate Annalisa Parenti, in the name of the associations “Lorenzo Guarnieri” and “Gabriele Borgogni”, reported the bill’s technical aspects and she explained in detail how the existing legislation doesn’t allow to prosecute – de facto – not even the most serious road crimes: particularly, the lawyer explained that the road murder’s perpetrator suffers no damage, neither economic nor judicial and not even moral, because, being able not to assist the proceedings, is not obliged to face the victims’ relatives.
“A specific form of crime is necessary – Mrs Annalisa Parenti said -, exactly like the stalking, whose introduction into the criminal code has efficiently refilled a precise gap in the field of the threat’s crime”.
Now the committee, that received also the contribution of other associations and engineers, will work on the definitive text to transmit to the Senate’s plenum: we hope that this will happen as soon as possible.
Surely the associations will maintain a high attention’s level in order to avoid that the finally taken route stands still.
